Japan's Self-Defense Forces Consider Creating 'General' Rank, Fueling Militarization Concerns
The Japanese government, along with the Liberal Democratic Party and the Japan Innovation Party, plans to create a 'General' rank within the Self-Defense Forces (SDF) and reorganize the rank system to align with international standards by 2027. The parties have agreed to cooperate to standardize the SDF rank system internationally, focusing on revising regulations related to SDF ranks, insignia, and specialities by March 2027 to match international norms. Currently, the Japanese government is reviewing specific measures related to changing the SDF rank names. Plans under consideration include changing the current Chief of Staff rank to 'General' and renaming the ranks of 1st Lieutenant Colonel (1佐) and 1st Lieutenant (1尉) to 'Colonel' and 'Captain,' respectively.
Since its establishment in 1954, the SDF has played a role in Japan's defense. It currently has approximately 250,000 personnel, and it is anticipated that this change in rank names will contribute to boosting morale and strengthening international cooperation. Chief Cabinet Secretary Minoru Kihara emphasized the necessity of changing the SDF rank names, stating that it is important to create an environment in which SDF personnel can perform their duties with high morale and pride. The Japanese government plans to pursue related legal revisions next year, aiming to amend the SDF rank system to comply with international standards and strengthen the role and status of the SDF. The administration of Sanae Takaichi has initiated a review of the SDF rank name revision.
This rank name revision is expected to positively impact the international standing of the SDF and boost the morale of its personnel. The Japanese government explains that changing the SDF rank names is part of strengthening its defense capabilities and aims to contribute to international peace and stability. However, neighboring countries are expected to maintain continuous vigilance regarding Japan's military movements, paying close attention to Japan's institutional changes. An SDF official stated, "This rank name change will boost the morale of the SDF and provide an opportunity to participate more actively in international cooperation." He added, "The SDF will continue to do its best to defend Japan and maintain international peace." The Japanese government plans to complete the rank system change through revisions to the Self-Defense Forces Law and implement the new rank system from 2027.
